Gold fever sweeps South Sudan ahead of new mining law

NANAKANAK, South Sudan (Reuters) - Taking a break from the toil of digging, Leer Likuam sat on the edge of a shallow trench, puffed his pipe and boasted he once found a 200-gram gold nugget bigger than his thumb.

In Nanakanak, a village of stick huts in an area that has attracted hundreds of diggers since Sudan's civil war ended in 2005, Likuam's find would have been lucrative but unexceptional.

"Everything is luck," he said through a translator. On an average day he might dig up six grams, worth around 1,200 South Sudanese pounds ($270), he said. "Some days you're lucky."

Word of Nanakanak's riches has spread. In the capital Juba, international mining firms are lining up at South Sudan's ministry of petroleum and mining, aiming to get their hands on part of the vast, unexplored territory.

Officials say firms from China, Australia, the United States, South Africa and other African countries plan to apply for licenses when new mining laws are passed later this month. After many delays, parliament is set to begin debate on the bill on Monday.

The South voted to secede from Sudan, then Africa's sixth-largest exporter of oil, in a referendum last year.

The new nation inherited three-quarters of the united country's oil production, but in January a row with Khartoum led it to shut down the industry whose receipts gave South Sudan 98 percent of its income.

The sudden loss of funds prompted Juba to introduce severe austerity measures, centralize and expand tax collection and explore fresh sources of revenue to replace petrodollars.

Oil production is expected to restart in the next couple of weeks, reaching around 230,000 bpd by the end of the month, but in the meantime the government hopes to pass mining legislation that will formalize the industry, let them tax precious metal and mineral exports and sell concessions to large-scale investors.

"It will diversify the economy. The mining sector has great potential," Petroleum and Mining Minister Stephen Dhieu Dau told Reuters.

VIRGIN TERRITORY

On the international market, Likuam's prize lump would fetch $11,000, an enormous sum in a country where the average teacher earns just 360 South Sudanese pounds, about $90, per month.

Likuam isn't the only man with the golden touch.

Around him dozens of other Toposa tribesmen and women, festooned with plastic necklaces, brass piercings and beaded amulets, hack away at the red soil with metal poles and shovels, digging small craters in a boozy revelry.

Despite the morning hour, girls distribute crates of lager, "sarko" moonshine and pitchers of bitter-smelling beer brewed from sorghum.

Many of the miners claim to have found nuggets of a rival size, or even larger.

Nobody knows the extent of South Sudan's mineral reserves because the 22-year war prevented exploration.

The latest geological surveys date back to the 1970s and 80s, but mining officials say diamond and gold deposits in South Sudan's mineral-rich neighbors are encouraging. They describe the 16-month-old country as virgin territory.

"We are neighbors to the DR Congo and Central African Republic so we can't rule anything out. Geology doesn't know borders," said James Kundu, acting director general for geological surveying at the ministry.

As well as gold and diamonds, he lists potential deposits of chromite, copper, uranium, manganese and a belt of iron ore, which is often associated with aluminum. A lot of records were lost in the war. One report by a Belgian company was half-eaten by termites, Kundu said.

"There's a lot of stuff here but people don't know about it. They're too focused on oil," said one international gold trader who preferred not to be named in connection with the as-yet unregulated trade.

"It's the best stuff I've seen in central Africa," he said, explaining that the samples he's tested show a purity of over 22 carats (91.6 percent gold) compared to around 18 carats in the Central African Republic.

COW BANKING

Locally, artisanal miners like Likuam are making their fortune, investing much of the money in the traditional method of storing wealth - cattle. In the last year alone, Likuam has bought 10 cows, each worth around 1,000 pounds.

In another nearby artisanal mining spot called Napotpot, Julia Lakalay panned the red earth with water she had carried two km (one mile).

"The gold mining has completely changed my life," she said, swathed in colored beads and spattered with mud. "In my village I could not even earn 1 pound. Now I'm earning 200 pounds per day."

Merchants in Kapoeta, a local town of tin-shack pubs, dirt roads and scampering goats, say the price of gold is inflated by the scarcity of dollars, a problem across the country since the oil shutdown.

In the absence of banks or an official exchange rate between the pound and the Kenyan shilling, Kapoeta's economy relies on gold as a form of cross-border currency.

"The main purpose to buy gold is to change currency. We buy gold, take it to Kenya, sell it to dealers, and buy more stock to bring back," said Kenyan businessman Junius Njeru, weighing a pile of gold nuggets.

"It's in your pocket, nobody searches you," he said, describing the process of taking the gold across the border.

Miners sell the gold for around 200 pounds ($46) per gram, leaving traders a narrow profit margin for resale on the international market at $55.

"BIG POTENTIAL"

Officials hope the new mining law will bring this trade out of the black market and, by selling land to prospecting companies, eventually let the national and state governments benefit from the underground treasure.

The mining companies with 42 so-called "grandfather" exploration permits approved by the semi-autonomous southern government before independence will have two weeks to claim their licenses after the bill passes through parliament, which could take as little as one day.

Norway, the United States and Botswana helped draft the law that caps large-scale exploration licenses at 2,500 square km. To prevent exploration companies from sitting on the land, the law forces them to surrender 50 percent of their concession every time they renew their contracts, which will be variable.

Firms that find enough minerals to start digging can convert their license into a mining permit.

"If you put them in a queue, there's at least 20 meters of investors waiting to get a license ... Others must know that if they want something, they must come quickly," said Rainer Hengstmann, a ministry adviser working for consultant firm Adam Smith International.

However, in a landlocked country with just 300 km of paved road, Hengstmann cautioned it will take many years to get commercial mining off the ground.

"You need a railway if you want to go large-scale. It will take time. They really need roads and power," he told Reuters, echoing investors' complaints about the lack of infrastructure.

Ministry officials say two firms, New Kush and Consolidated Mineral and Energy Resources Investment Company (CMERIC), are exploring actively on their grandfather licenses.

But Equator Gold, a British company working on the CMERIC license, says it will still take several years to actually produce anything.

"I think there's going to be a big rush to get land but exploration takes a long time," said Emma Parker, the firm's chief operations officer. "The progress has been slow but the geology is interesting. There's big potential."

(AP) ? Pope Benedict XVI denounced organized crime as a "gravely destabilizing threat" to society during an audience Friday with members of Interpol, and called for greater international cooperation to fight it.

Benedict called the trafficking in organs as one of the more "barbarian" activities carried out by organized crime groups, saying the victims "undergo physical and moral humiliation which we had hoped were over after the tragedies of the 20th century but which, unfortunately, have again surfaced."

"These crimes transgress the moral barriers which were progressively built up by civilization and they reintroduce a form of barbarism which denies man and his dignity," he said.

Italy, which is battling organized crime groups including the Sicilian Mafia, the Calabrian 'ndrangheta and the Neapolitan Camorra, hosted the weeklong Interpol meeting in Rome.

On Thursday, Interpol elected its first female president, Mireille Ballestrazzi, the inspector general of France's national police.

In an interview with The Associated Press after her election, Ballestrazzi said she was proud about what her election meant for women, but stressed that she represented all police forces in the common fight against crime.

"We need to face new threats like cybercrime," she said. "It is all about being across all fronts that are a real threat like organized crime, human trafficking, obviously terrorism."

iPhone 5 vs. Nexus 4: Which one should you get?

Apple has released the taller, thinner, faster, lighter, brighter iPhone 5 and now Google has struck back with the LG Nexus 4. So what's a gadget geek to do? Apple owns the patent (we think maybe literally...) on elegant, futuristic hardware, consumer-friendly software, and the top content service in the world. Google and LG have brought almost every spec you can imagine (and a few you couldn't!), have the most powerful, customizable software, and the best internet services on the planet. How can you possibly decide between them?

Let's take a look...!

Google/LG Nexus 4

Google/LG Nexus 4

LG starts the Nexus 4 off with a massive 4.7-inch IPS display at 768x1280. That's essentially 720p with its belt let out. The sides are soft-touch, and the back is fully decked out in something called Crystal Reflective Process, which makes it look like you're holding a star field in your hand. There's an 8 megapixel, 1080p camera on back that shames the rather poor shooter on Samsung's last-generation Galaxy Nexus, and a 1.3 megapixel, 1080p camera on the front. A monstrous Qualcomm Snapdragon S4 Pro processor powers the whole thing, but while it has all the usual Wi-Fi, Bluetooth, and NFC radios you'd expect, so far there's absolutely no LTE version in sight.

Android 4.2 shares the same Jelly Bean code name as it's predecessor, but comes with a few great new features like Photosphere which wraps panoramas around you. There's also be lock screen widgets, an improved Gmail app, fast access to radio toggles, and since it's a Nexus, easy access to developer settings. That goes along with all the other marquee Jelly Bean features like the Google Now voice assistant and actionable notifications. Pretty much everything that makes Android so powerful, flexible, and customizable.

In the Nexus 4 review Phil Nickinson of Android Central summed it up like this:

The Nexus 4, LG's first phone in Google's premier line, easily is the best "stock" Android phone thus far, and it's the best in the Nexus line since HTC's Nexus One. The hardware is more top-of-the-line than we're used to in the Nexus platform. The design improves on what LG's done with its own Optimus G. And the software improvements in Android 4.2 make the platform that much more impressive. The phone's not without compromise, but it's also an easy phone to recommend, especially for the price.

The Nexus 4 comes in 8 and 16GB versions. If you buy it direct from Google, you can get it unlocked for $299 or $349. If Google doesn't sell (read: subsidize) it in your area, however, you're looking a paying a bunch more.

Apple iPhone 5

The iPhone 5 has a newly re-designed unibody aluminum chassis to allow for a bigger 4-inch screen in a phone that's 12% smaller by volume. It's taller but not wider, thinner and also lighter. That 4-inch screen also uses in-cell technology to combine the touch sensor right into the LCD. At 1136x640 and 326ppi, it's still backlit LED, and still IPS, and technically the best, most advanced panel on the planet for now. Apple also rolled their own, manually-set Apple A6 processor this time, based on ARM v7s, for amazing performance and excellent power management. There's still no NFC, but there is CDMA, HSPA, and international LTE.

iOS 6 comes loaded on the iPhone 5, and includes a new, controversial Maps app, some great extensions to Siri, deep Facebook integration, Passbook, and enhancements to FaceTime, Mail, Safari, Photo Stream, Panorama, and Accessibility. And because Apple makes both the hardware and the software, there's no integration, no added interface layers, and a seamless experience overall.

iTunes has the biggest international content footprint, so if you're into buying your music, TV, and movies, there's a better chance Apple will take your money than anyone else. They also have the free iCloud service for backup, restore, and sync, as well as Apple Retail Stores with Genius Bars which, if you ever break your phone, you'll absolutely consider a killer service.

In the iPhone 5 review, I summed it up as follows:

Taller, thinner, faster, lighter, brighter; the iPhone 5 represents nothing more nor less than the latest, relentless iteration on the Platonic ideal Apple has been striving towards for almost a decade. Redesigned in every way but shape, compromised but true to its purpose, the iPhone 5 is once again the best iPhone Apple has ever made, and one of the best phones ever made. Period.

The iPhone 5 comes in 16, 32, and 64GB versions. The price on-contract is $199, $299, and $399, unlocked and off-contract is $650, $750, and $850.

Apple iPhone 5 vs. Google/LG Nexus 4: The bottom line

The story of iPhone and Android is one of those classics that just seems to keep getting remade. It's one of precision vs. power, elegance vs. enormity, usability vs. customizability, and Apple's ecosystem vs. Google's ecosystem.

The Nexus 4, if you have a Google Play Store in your country and can buy it directly, is the best bang for the buck in high-end smartphones these days. (Although you'll still end up paying for your carrier plan, basically making any device savings irrelevant.) However, it won't come with more than 16GB of storage, and it won't come with LTE. (And don't let them fool you, I get 50Mbps down at the local coffee shop, HSPA+ is lucky to get half that.) As of right now, however, the Nexus 4 is pretty much the ultimate Android developer/tweaker phone.

The iPhone 5 is more expensive, but it's also built, glitter aside, like nothing else on the planet. You can get it with up to 64GB of storage and with LTE in most places that have LTE. And for most people, most of the time, iOS and everything that comes with it remains the best choice. The iPhone 5 is still king of the mainstream.

The old cliche remains true. If you want something that works the way you want it, get the Nexus 4. If you want something that just works, get the iPhone 5.

Changing times: Politicians' tears more common now

It seems out of place: The president of the United States breaking down in tears as he thanked campaign workers for their tireless work for his re-election.

But Barack Obama isn't the only world leader unashamed to be seen crying in public ? or simply unable to avoid it. Attitudes seem to have changed since the early 1970s, when an alleged crying incident during the presidential primary season went a long way toward derailing the candidacy of a Maine senator.

The teary trend has picked up speed in recent years, or perhaps it has just been noticed more often because of ubiquitous TV, still and cellphone cameras. Here are some recent examples:

THANK YOU, THANK YOU, THANK YOU

Victorious in his re-election campaign, Obama cried while giving a speech to his campaign staff and volunteers. He told the gathered young people there was no limit to what they could accomplish. The speech touched on his start as a community organizer in Chicago and reflected his faith that his young volunteers and staff would accomplish great things in the decades to come.

It was an emotional side of Obama that had rarely been visible during the long, often negative, campaign.

EVEN STRONG MEN CRY

Russian President Vladimir Putin is a judo fan and hunting aficionado known in part for his physical fitness. But that didn't stop him from welling up in March after he was returned to power in a difficult election battle marred by public protests. It was a break with Kremlin tradition in a country where leaders are rarely seen to show emotions.

A defiant Putin proclaimed that he and his followers had beaten back opponents determined to destroy Russia's statehood and usurp power.

The tears were ridiculed by his political opponents and drew some sarcastic comments from political foes in the United States, but did not seem to harm his standing.

NOT READY TO LEAVE

She was known as a strong, even imperious leader who thrived on power politics and led Britain in the war to recover the Falklands Islands. But the enduring image of Margaret Thatcher's departure from office is the tearful face captured by photographers in 1990 as she left 10 Downing Street for the last time.

The "iron lady" was removed as party leader and prime minister after 11 years in power and replaced by John Major. The crying incident is remembered as offering a rare glimpse into her personal feelings, which were typically kept far from public view.

GOODBYE, MAN FROM MAINE

Maine Sen. Edmund Muskie was a front-runner in the race for the 1972 Democratic presidential nomination until he appeared to break down while defending his wife from an attack by an influential New Hampshire newspaper.

Muskie always claimed it was snowflakes, not tears, but the damage had been done. His supposed crying was perceived as a show of weakness and instability, and his campaign never recovered. His rival, Sen. George McGovern, won the nomination, but was later trounced by President Richard Nixon. Although Muskie's presidential hopes were dashed, he later became Secretary of State under President Jimmy Carter.

THE WEEPER OF THE HOUSE

As Speaker of the House, Republican John Boehner holds one of the most powerful positions in the U.S. government ? and he cries so frequently that Twitter jokesters have taken to calling him the weeper of the house. He tears up easily, particularly when talking about the American dream.

He's been known to cry at school events or when fielding questions from constituents or when talking about his family. A well-watched YouTube clip captures him choking up with tears when talking about the need to combat terrorism and provide safety and security for Americans.

In the Asian session, at GMT0400, the pair is trading at 1.6008, with the GBP trading 0.20% higher from yesterday?s close.

The pair is expected to find support at 1.5953, and a fall through could take it to the next support level of 1.5899. The pair is expected to find its first resistance at 1.6038, and a rise through could take it to the next resistance level of 1.6068.

Trading trends in the pair today are expected to be determined by the release of the total trade balance in the UK.

The currency pair is trading above its 20 Hr and 50 Hr moving averages.
