The 2012 Grammy Nominees Revealed ... Possibly

Adele, Kanye West and more Grammy guesses, in Bigger Than the Sound.

On Wednesday night (November 30), CBS will officially kick off the self-congratulatory season with "The Grammy Nominations Concert Live!!," an emphatically titled extravaganza that not only features performances from some of music's biggest stars (Lady Gaga, Rihanna, Usher, etc.), but also boosts the network's burgeoning LL Cool J branch by something like 20 percent, since he's taking leave from "NCIS" duties to host the telecast.

Oh, and as the title implies, they'll also be unveiling a handful of Grammy nominees too, which means that, once again, it's time for me to blindly speculate on who will get the nods. After all, it was less than 10 months ago that acts like the Arcade Fire and Esperanza Spalding shocked the world — or at least Steve Stoute — by taking home half of the so-called "Big Four" Grammys, victories that seemed out of place in just about every conceivable way, especially when you realize Taylor Swift, Beyoncé and the Kings of Leon were the big winners at the previous year's show (though it should be noted people were still plenty mad about that too).

Combine that annual confusion with everything that goes on before the show — the addition of the so-called "Lady Gaga Rule," the subtraction of some 30 categories (farewell, Best Hawaiian Music Album) and the expansion (and subsequent contraction) of the Grammy eligibility period itself — and you can understand why trying to predict who will pick up nominations is nearly as impossible as attempting to figure out Herman Cain's taste in women.

Then again, perhaps this year is different. You'd have to be crazy to bet against Adele, who not only has the year's best-selling album and a pair of smash singles, but, as her previous Grammy wins prove, is exactly the kind of artist voters love. Katy Perry built off her Grammy noms last year by notching three #1 singles this year; Rihanna had two of her own. Lady Gaga sold 1.1 million albums in a week. Nicki Minaj broke through to the big time. Taylor Swift continued to be Taylor Swift. In short, 2011 was a year dominated by female artists, which means you can probably expect the same from the Grammy nominations too.

Then again, keep in mind there are a bunch of albums released last year that are eligible this year — efforts like Kanye West's My Beautiful Dark Twisted Fantasy and Bruno Mars' Doo Wops & Hooligans — not to mention token old-dude releases by Tony Bennett and Paul Simon. And don't forget about country acts like Lady Antebellum and Jason Aldean. Or time-tested (Grammy-rich) rock outfits like Foo Fighters or Coldplay. Things aren't as cut-and-dried as you'd figure. These are the Grammys after all.

So here, without further ado, are my nomination predictions. And even though the Grammys cut back on categories, I'm just focusing on the Big Four: Album, Record and Song of the Year, plus Best New Artist. Cut me some slack — it's hard enough trying to sort through everyone who's even eligible.

Like I said, Adele is a mortal-friggin'-lock here (and just about everywhere else), and since Gaga's last two efforts picked up AOTY noms, I think Born This Way is a shoo-in too. My Beautiful Dark Twisted Fantasy was a critical smash, and Kanye's been an AOTY nominee three times before, so pencil him in too. In a pinch, I'll take Taylor Swift and Tony Bennett in the last two slots, though they could easily go to Lady Antebellum's Own the Night and Simon's So Beautiful or So What, depending on the whims of Grammy voters. Having said all that, it wouldn't surprise me to see Doo Wops & Hooligans or the Foos' Wasting Light grab a nom either.

The award given to the artist, producer and mixer. Last year, Lady Antebellum's "Need You Now" bested the likes of B.o.B, Jay-Z and Eminem to win it, so the voters like to mix it up here. "Rolling in the Deep" is a no-brainer, and Bruno Mars was nommed last year for his work on "Nothin' on You," so I think he gets a nod for "Grenade." Katy Perry's "Firework" has been pushed hard by her label, so voters will probably reward its success with a nomination. I have a sneaking suspicion Foster the People are this year's token left-field nom (taking their place alongside former nominees like M.I.A. and Gorillaz), and since he's performing at the aforementioned nominations concert (and because his song was such a hit), I'll give the final slot to Aldean. Other dark-horse candidates include Gaga's "Yoü and I," Maroon 5 and Christina Aguilera's "Moves Like Jagger," Coldplay's "Paradise" or even (pleasepleaseplease) Nicki Minaj's "Super Bass."

The award given to the actual songwriters. Generally speaking, Grammy voters like to get classy when it comes to nominees, which is why last year you saw folks like Ray LaMontagne and Miranda Lambert snag nods. I don't even have to tell you that "Rolling in the Deep" is the favorite, and I think Gaga gets a nod here too, since she was nominated for "Poker Face" a few years back and, well, "Yoü and I" just has a certain gravitas to it. Voters love Swift, which means they'll probably love her mature turn on "December" too. I'll give Mars and Perry the final slots here, since the former knows how to write a surefire smash and the latter (or, more specifically, her team of writers) dared to get inspirational with "Firework." Then again, you could remove either of them and put defending champs Lady Antebellum (they won this one too) in the mix for "Just a Kiss" or maybe Aldean. A super long shot is Minaj's "Super Bass," but stranger things have happened.

Ah, Best New Artist — where "new" is a relative term. You've probably noticed I keep mentioning Nicki Minaj, who may get shut out of Record and Song of the Year, but seems like a lock to get nommed here (she probably won't win, though). Foster the People seem like sure bets too, as do the Band Perry, who fill the token country slot. My last two picks — eh, I'm basically just guessing, though Bon Iver's album sold surprisingly well and was a critical darling, and Ellie Goulding is, uh, British, and given that both Adele and Amy Winehouse won BNA previously, that may be enough to get her in. Other choices: the other Brit, Jessie J; the other country act, the Civil Wars; pop-meisters Hot Chelle Rae; singer/songwriter Christina Perri; or pintsize "America's Got Talent" runner-up Jackie Evancho.

Second Cancer Often Same Type as the First, Study Finds (HealthDay)

MONDAY, Nov. 28 (HealthDay News) -- If cancer survivors develop a second cancer, it's most likely to be the same type of cancer as the first, researchers report.

About 15 percent of cancer survivors worldwide are diagnosed with a second primary cancer, the authors of the new report pointed out.

In the study, investigators analyzed data from the entire population of Denmark (7.5 million) from 1980 to 2007 and found that about 10 percent (765,255 people) had one or more diagnoses of primary cancer, for a total of 843,118 diagnoses.

Cancer survivors had a 2.2-fold risk of developing a second primary cancer of the same type as the first type of cancer, and a 1.1-fold risk of developing a different type of second primary cancer, the findings showed.

The risk varied, depending on the type of cancer. The risk of a second cancer of the same type was greatest among sarcoma survivors and lower among prostate cancer survivors. The risk of a second cancer of a different type was highest among larynx cancer survivors and lower among prostate cancer survivors, according to the report published Nov. 28 in CMAJ (Canadian Medical Association Journal).

"The striking contrast between the 2.2-fold increased risk of a second primary cancer being the same type as the first and the 1.1-fold increased risk of it being different from the first cancer suggests that characteristics of the individual patient were involved," wrote study author Dr. Stig Bojesen of Herlev Hospital, Copenhagen University Hospital and the University of Copenhagen, and colleagues. "The risk of a second primary cancer seems to be specific to cancer type and is probably driven by the patient's genetic and lifestyle risk factors."

Glenn Close wore many hats for passion project "Nobbs" (Reuters)

LOS ANGELES (TheWrap.com) ? Almost three decades after she first played her onstage, Glenn Close has brought to the screen the strange and compelling character of Albert Nobbs, a woman in 19th-century Dublin who lives as a man to escape a traumatic past and hang onto her job as a waiter in precarious times.

The actress wore multiple hats, and not just Nobbs' bowler: She bought the rights to the material, produced the film, co-wrote the screenplay, played the title role and even wrote the lyrics for the end-credits song.

She also recruited Janet McTeer, a British stage and film actress who received an Oscar nomination for 1999's "Tumbleweeds," to play a crucial role.

Close, whose performance is a marvel of tightly wound restraint and almost unbearable poignancy, is a strong Best Actress candidate in this year's Oscars race. Supporting Actress contender McTeer, meanwhile, steals more than a few scenes as a brassy hotel worker who befriends Nobbs and changes her ideas of what's possible.

Roadside Attractions is mounting an awards push in multiple categories for the Rodrigo Garcia film, which will get a limited run beginning December 21 and open wider in January.

Note: This interview inevitably focuses on McTeer's performance in a way that might be considered a spoiler for those who have not seen the film and do not know her character or function in the story.

TheWrap: Did your conception of the character of Albert Nobbs change over the years? You first played the role onstage in...

Glenn Close: '82. I think the core of Albert didn't change. But I've matured since then. That, I'm sure, had a lot to do with how I played her now. And a movie like this, you can't mock fate. If it's going to be made, it's going to be made whenever it comes together. I lost opportunities maybe three times over those 29 years, but it finally took on a life of its own, and I can't imagine I ever could have gotten a better group of actors or a better crew.

TheWrap: Why'd you cast Janet?

Close: She's one of the great actresses alive right now. I also thought her stature would be fantastic for Hubert -- and even though she did "Tumbleweeds" and has an Oscar nomination, she's better known for stage than film. I thought it was important to have somebody who people would discover as Albert discovers her.

McTeer: So Glenn came to see me in a play on Broadway, and came backstage and asked if I'd have a look at it. I said sure, and then we met a week later. And we've loathed each other ever since. (laughs) That was probably a year and a half before it was actually made.

Close: She stayed with it. Because the schedule changed as we were getting the money. We pushed it back until we had the money, and Janet hung with it.

McTeer: But we didn't really get all the money until...

Close: We started shooting without all the financing. We made it independently, without a penny from Hollywood, and there were 60 different documents for the financing of this movie. And the final signing, I think, was on day five of the shoot. So we were jumping off the cliff. We all took on a degree of risk with our salaries, because we certainly couldn't afford everybody's usual salary. And everybody who has a main role has a stake if we do well.

TheWrap: What were the particular challenges to playing women playing men?

McTeer: It was nerve-wracking, wasn't it? This is a movie where if you don't buy the premise you've lost your audience. In many Shakespearean plays, and in things like "Shakespeare in Love," it's a romantic comedy, and you don't have to totally believe that these people have actually passed as men.

Whereas in something like "Boys Don't Cry," "Mona Lisa" and this, you have to absolutely believe that these other people would believe they were men. Because otherwise you've lost the premise, you've lost the foundation stone on which the rest of the story is built, and you make the rest of the characters look like idiots.

If you play men, in a way it's easier. You can have a voicebox, you can have false hair, mustaches, wigs, you can have all kinds of stuff. But when you're playing women playing men, you only really have yourself to work with, plus tiny little extras. So working on the voices, working on the stature...

Close: It was tricky. Very tricky.

TheWrap: You were not only playing different accents from your own, but you were also playing people who are changing their own voices to make them seem more masculine.

McTeer: Exactly. You're playing somebody who's playing.

Close: And I thought that for Albert, it's become such second nature to her that when she speaks it's just down in that register. She's trained herself to talk that way, and if I speak a little bit higher, it's when I'm alone in my room, mumbling to myself.

TheWrap: She never really lets down her guard and relaxes, even when she's alone. She's always tightly controlled.

Close: And yet she related to her little pile of money that's going to keep her from the poorhouse and the streets. That's her focus. And she's very proud of the fact that she's such a good butler. But beyond that, she's just existing. And her life is precarious, like anyone else's.

TheWrap: There's that lovely and funny scene on the beach with the two of you...

McTeer: In drag?

TheWrap: Right. In women's clothes. And it feels as if Albert is the one who loosens a bit and allows herself to be a little feminine in public, but Hubert just never seems comfortable at all.

McTeer: She doesn't want to be a girl. She's very happy being a guy. She is who she is. She knows that maybe Albert thinks she can now go back to being a girl. And Hubert thinks, well, let her go there. I don't want to do it.

She doesn't try to look like a girl, she doesn't try to pretend she's a girl, she just does it for Albert. Hubert is herself. She's very happy with who she is, and she's not going to change even if she could.

TheWrap: Is Albert ever comfortable being herself?

Close: She doesn't know who she is. Honestly, she doesn't know who she is because she was never told her real name. And also, she is so deeply embedded in this survival guise that when she puts on the dress, I think the revelation at the end of the scene is that's not who I am, either.

It would be more stressful and more impossible for her to become a woman than it would be for her to stay in the life she has. Hubert says, "You can be whoever you are." Which is a very kind thing to say, but she doesn't know how incapable of doing that Albert is. She had become this strange hybrid. And it doesn't have anything to do with sexuality, really.

TheWrap: Were there surreal moments walking on the set as men?

McTeer: I would often go on as myself, when I wasn't working. And the first time I went on as myself, two people came up and asked me what I was doing and who I was.

Close: And what about when Brendan came?

McTeer: Oh, yeah. Brendan Gleeson is a great friend, I've known him for a long time and we've worked together. And when he arrived on the set I was there in my costume. I just stood there and nodded, and he looked at me and went, "All right." And there was a split second where I could see him thinking, shit, I know I'm supposed to know who ya are. And then he clicked. But for that split second I had him.

Close: I remember every morning it was really weird when I looked in the mirror. It's just not you. I felt that through the entire shoot. I never got used to seeing this other person looking back at me.

(laughs) But you do realize that when you're playing a man, you can look tired and horrible and you still look OK. As a woman, if you're tired, it's terrible. It was such a luxury not having to worry about that.

Rage grips Pakistan over NATO attack (Reuters)

ISLAMABAD/KABUL (Reuters) ? Fury spread in Pakistan on Sunday over a NATO cross-border air attack that killed 24 Pakistani soldiers and could undermine the U.S. effort to wind up the war in Afghanistan.

On Sunday night in Pakistan, more than 40 hours after the incident, many questions remained.

NATO described the killings as a "tragic unintended incident" and said an investigation was underway. A Western official and an Afghan security official who requested anonymity said NATO troops were responding to fire from across the border.

It's possible both explanations are correct: that a retaliatory attack by NATO troops took a tragic, mistaken turn in harsh terrain where identifying friend and foe can be difficult.

Militants often attack from Pakistani soil or flee after combat across a porous border that NATO-led troops, under their United Nations mandate, cannot cross.

What is clear is the incident could undermine U.S. efforts to improve ties with Pakistan so that the regional power helps stabilize Afghanistan before NATO combat troops go home by the end of 2014.

The attack was the latest perceived provocation by the United States, which infuriated Pakistan's powerful military with a unilateral special forces raid that killed al Qaeda leader Osama bin Laden in May.

Thousands gathered outside the American consulate in the city of Karachi to protest against the NATO attack.

A Reuters reporter at the scene said the angry crowd shouted "Down with America". One young man climbed on the wall surrounding the heavily fortified compound and attached a Pakistani flag to barbed wire.

"America is attacking our borders. The government should immediately break ties with it," said Naseema Baluch, a housewife attending the demonstration. "America wants to occupy our country but we will not let it do that."

Pakistan buried the troops killed in the attack on Sunday. Television stations showed coffins draped in green and white Pakistani flags in a prayer ceremony at the headquarters of the regional command in Peshawar, attended by army chief General Ashfaq Kayani.

The NATO attack highlights the difficulties faced by the United States as it tries to secure the unruly border area that is home to some of the world's most dangerous militant groups who have mastered the harsh mountainous landscape.

Around 40 troops were stationed at the outposts at the time of the attack, military sources said.

Militants targeting NATO forces have long taken advantage of the fact that the alliance's mandate ends at the border to either attack from within Pakistan or flee to relative safety after an attack.

Three Pakistani soldiers were killed last year by NATO gunships. NATO said then that its forces had mistaken warning shots from Pakistani forces for a militant attack.

In the latest incident, a Western official and a senior Afghan security official said NATO and Afghan forces had come under fire from across the border with Pakistan before NATO aircraft attacked a Pakistani army post, killing the soldiers.

"They came under cross-border fire," the Western official said, without identifying the source of the fire.

The Afghan official said troops had come under fire from inside Pakistan as they were descending from helicopters, which had returned fire.

Both officials asked not to be named because the attack is so sensitive.

Pakistan has said the attack was an unprovoked assault and has said it reserves the right to retaliate.

STRAINED RELATIONS

U.S. and NATO officials are trying to defuse tensions but the soldiers' deaths are testing a bad marriage of convenience between Washington and Islamabad.

Many Pakistanis believe their army is fighting a war against militants that only serves Western interests.

Foreign Minister Hina Rabbani Khar spoke with U.S. Secretary of State Hillary Clinton by telephone early on Sunday to convey "the deep sense of rage felt across Pakistan" and warned that the incident could undermine efforts to improve relations, the Foreign Ministry said in a statement.

Pakistan shut down NATO supply routes into Afghanistan in retaliation for the incident, the worst of its kind since Islamabad uneasily allied itself with Washington following the September 11, 2001, attacks on the United States.

Pakistan is the route for nearly half of NATO supplies shipped overland to its troops in Afghanistan. Land shipments account for about two thirds of the alliance's cargo.

A similar incident on Sept 30, 2010, which killed two Pakistani service personnel, led to the closure of one of NATO's supply routes through Pakistan for 10 days.

U.S. ties with Pakistan have suffered several big setbacks starting with the unilateral U.S. special forces raid in May that killed bin Laden in a Pakistani town where he had apparently been living for years.

Pakistan condemned the secret operation as a flagrant violation of its sovereignty, while suspicions arose in Washington that members of Pakistan's military intelligence had harbored the al Qaeda leader.

The military came under unprecedented criticism from both Pakistanis who said it failed to protect the country and American officials who said bin Laden's presence was proof the country was an unreliable ally in the war on militancy.

Pakistan's army, one of the world's largest, may see the NATO incursion from Afghanistan as a chance to reassert itself, especially since the deaths of the soldiers are likely to unite generals and politicians, whose ties are normally uneasy.

Pakistan's jailing of a CIA contractor, Raymond Davis, and U.S. accusations that Pakistan backed a militant attack on the U.S. embassy in Kabul have added to the tensions.

"From Raymond Davis and his gun slinging in the streets of Lahore to the Osama bin Laden incident, and now to the firing on Pakistani soldiers on the volatile Pakistan-Afghan border, things hardly seem able to get any worse," said the Daily Times.

Islamabad depends on billions in U.S. aid and Washington believes Pakistan can help it bring about peace in Afghanistan.

But it is constantly battling Anti-American sentiment over everything from U.S. drone aircraft strikes to Washington's calls for economic reforms.

"We should end our friendship with America. It's better to have animosity with America than friendship. It's nobody's friend," said laborer Sameer Baluch.

In Karachi, dozens of truck drivers who should have been transporting supplies to Afghanistan were idle.

Taj Malli braves the threat of Taliban attacks to deliver supplies to Afghanistan so that he can support his children. But he thinks it is time to block the route permanently in protest.

"Pakistan is more important than money. The government must stop all supplies to NATO so that they realize the importance of Pakistan," he said.

But some Pakistanis doubt their leaders have the resolve to challenge the United States.

"This government is cowardly. It will do nothing," said Peshawar shopkeeper Sabir Khan. "Similar attacks happened in the past, but what have they done?"

Police ban Congo election rallies, at least 2 dead (Reuters)

KINSHASA (Reuters) ? Police in Congo blocked President Joseph Kabila's main rival at an airport in Kinshasa on Saturday to stop him staging an election rally after at least two died in violence across the central African state's capital city.

Two days before presidential and parliamentary elections, rival factions hurled rocks at each other and gunfire was heard across town.

A Reuters reporter saw one lifeless body on the road to the airport while a U.N. source reported another death elsewhere in town.

The violence was the latest sign of tension in the run-up to Congo's second election since a 1998-2003 war, a poll which has been marked by opposition allegations of irregularities and concerns about inadequate preparations.

Police stopped opposition leader Etienne Tshisekedi and his entourage from leaving Kinshasa's N'djili airport after his party said it would defy a ban on political rallies imposed earlier on Saturday.

"I'll call the population of Kinshasa to come here," Tshisekedi, 78, sitting in a red Hummer surrounded by police at the exit gate of the airport, told reporters.

"We are already dying in our thousands, we are not going to let a few injuries stop us fighting now," he said, a reference to his accusations that Kabila's government has saddled Congo's population with insecurity and poverty.

After hours of failed negotiations by the United Nations peacekeeping mission, police moved in on Tshisekedi's entourage, dragging several people from their cars, according to a Reuters witness. Tshisekedi was later escorted to his home by the police, according to a U.N. source.

Earlier, tens of thousands of Congolese turned out on the airport road, most of them identifiable as Tshisekedi supporters. Some chanted his name while many billboards for Kabila and his allies had been torn down.

Kabila, Tshisekedi and the other main challenger, Vital Kamerhe, had been due to hold rallies within several hundred metres of each other in central Kinshasa on Saturday.

Kamerhe told Reuters that four people had been killed, including one of his supporters, but it was not immediately possible to confirm that toll.

POLL DELAY?

Under constitutional amendments signed off by Kabila this year, the presidential vote will be decided in a single round, meaning the winner can claim victory with a simple majority. Analysts say that favours Kabila against the split opposition.

Despite a logistics operation supported by helicopters from South Africa and Angola, some observers doubt whether all the ballot slips will reach the 60,000 voting stations by Monday in a country two-thirds the size of the European Union.

However national election commission president Daniel Ngoy Mulunda said he did not expect any delay to the polls, saying that materials were 90 percent deployed in the provinces.

"No, I am not expecting any change. We have today, the whole night, tomorrow day and night to finalize (preparations)," Mulunda told a news conference in Kinshasa.

"We had some delays with weather but we know it will work - on Monday it won't rain."

Earlier, Tshisekedi said he could accept a delay but only if Mulunda, whom he accused of having political ties to Kabila and turning a blind eye to alleged irregularities, was sacked.

"I would agree (to a delay) if that meant a more credible, democratic and transparent process," he told French RFI radio.

"But one thing is clear: if we say there will be a delay, it is clear that the election commission cannot be led by Daniel Ngoy Mulunda," he said, accusing him of having been a founding member of Kabila's PPRD political party.

Mulunda, who will have the deciding vote if his commission is split on any election dispute, said this week he did not deny having been a member of the delegation that accompanies Kabila on foreign trips, but said he was not a founding PPRD member.

Kabila's rivals say fake polling stations have been set up to allow vote-rigging, an allegation denied by the authorities. They also accuse Kabila of using state media and transport assets for his campaign.

Kamerhe said the Congolese would not accept a rigged poll.

"They want free and fair elections that allow them to take their destiny in their own hands. People will refuse cheating wherever it takes place," he told Reuters, surrounded by chanting and dancing supporters at his party headquarters.

For many Congolese, there was a last-minute scramble to find out where they should be voting. Gervis Ilunga, a 44-year-old security guard, said he registered in one Kinshasa district but ultimately found his name elsewhere.

"In 2006, things were at least organised," he said of the first post-war poll largely organised under the auspices of the United Nations. "It is not like that this time ... There will be too many challenges this time."

(AP) ? The mother of one of three American students arrested during a protest in Cairo says they're preparing to leave Egypt.

Joy Sweeney tells The Associated Press that her 19-year-old son Derrik and two other students are expected to fly from Cairo to Frankfurt, Germany, late Friday U.S. time.

She says her son will fly from there to Washington on Saturday and then on to St. Louis, where he'll arrive late Saturday night.

Sweeney says she's "ecstatic" and plans to make her son a belated Thanksgiving dinner.

The three college students who attend the American University in Cairo were arrested Sunday on the roof of a university building near Cairo's Tahrir Square. Officials accused them of throwing firebombs at security forces fighting with protesters.

An Egyptian court ordered their release Thursday.

LOS ANGELES ? A woman shot pepper spray to keep shoppers from merchandise she wanted during a Black Friday sale, and 20 people suffered minor injuries, authorities said.

The incident occurred shortly after 10:20 p.m. Thursday in a crowded Los Angeles-area Walmart as shoppers hungry for deals were let inside the store.

Police said the suspect shot the pepper spray when the coverings over the items she wanted were removed.

"Somehow she was trying to use it to gain an upper hand," police Lt. Abel Parga told The Associated Press early Friday.

He said she was apparently after some electronics and used the pepper spray to keep other shoppers at bay.

Officials said 20 people suffered minor injuries. Fire department spokesman Shawn Lenske said the injuries to least 10 of them were due to " rapid crowd movement."

Parga said police were still looking for the woman.

The store remained open and those not affected by the pepper spray continued shopping.

India opens door to foreign supermarket chains (Reuters)

NEW DELHI (Reuters) ? India threw open its $450 billion retail market to global supermarket giants on Thursday, approving its biggest reform in years that may boost sorely needed investment in Asia's third-largest economy.

The world's largest retail group, Wal-Mart Stores Inc, and its rivals see India's retail sector as one of the last frontier markets, where a burgeoning middle-class still shops at local, family-owned merchants.

Allowing foreign retailers to take stakes of up to 51 percent in supermarkets would attract much needed capital from abroad and ultimately help unclog supply bottlenecks that have kept inflation stubbornly close to a double-digit clip.

Wal-Mart hailed the decision, but said it would take a close look at the fine print to see what the decision entails for its ability to do business in India.

"We believe this is an important first step," said Scott Price, president and chief executive of Walmart Asia in a statement.

Raj Jain, who heads Wal-Mart India, told CNBC TV18 the decision will "redefine the way consumers shop in India, but more importantly, the way supply chains in India run."

Under fire for a slow pace of reform, Prime Minister Manmohan Singh's embattled government appears to be slowly shaking off a string of corruption scandals to focus on policy changes long desired by investors.

"This is a very bold move and the economic reforms process is back on track." Rajan Mittal, vice chairman of India's Bharti Enterprises, which is Wal-Mart's partner in that market, told reporters.

Millions of small retail traders vigorously oppose competing with foreign giants, potentially providing a lightning rod for criticism of the ruling Congress party ahead of crucial state elections next year.

Food Minister K.V. Thomas said the government will allow foreign direct investment of up to 51 percent in multi-brand retail - as supermarkets are known in India. It will also raise the cap on foreign investment in single-brand retailing to 100 percent from 51 percent, he added.

The new rules may commit supermarkets to strict local sourcing requirements and minimum investment levels aimed at protecting jobs, according to local media.

A heavyweight member of Singh's coalition government warned on Thursday it unequivocally opposed opening the sector.

The move is politically risky.

Fears of potential job losses could heighten popular anger at the Congress party ahead of key state polls next year that will set the stage for the 2014 general election.

But slowing growth and investment in India, with the rupee currency around historical lows and government finances worsening, may have spurred the government into action.

"Manmohan Singh, after all the scams and the impression of government paralysis, has realised it's time to take some bold steps. This is a very bold step that will please the middle class," said political analyst Amulya Ganguli.

POLITICAL OPPOSITION

India previously allowed 51 percent foreign investment in single-brand retailers and 100 percent for wholesale operations, a policy Wal-Mart and rival Carrefour, among others, had long lobbied to free up further.

"For international retailers, it will open up a $1.6 trillion market growing at 8-9 percent so it's a big business opportunity for all of them," said Thomas Varghese, CEO of Aditya Birla Retail, an Indian supermarket chain.

For Wal-Mart, it's a very big opportunity to reach further abroad, said Moody's senior retail analyst Charles O'Shea.

"There are 1.2 billion people and if you're Wal-Mart, it's a place you need to be," O'Shea said.

Indian retailers have operated supermarket chains in India for years, but their expansion has been hampered by a lack of funding and expertise as well as poor infrastructure, which makes the cold storage of food transported around the country practically impossible.

Political opponents of the proposal, with an eye to the ballot box, argue an influx of foreign players - which could include France's Carrefour and Britain's Tesco Plc - will throw millions of small traders out of work in a sector that is the largest source of employment in India after agriculture.

India's biggest listed company, Reliance Industries, was forced to backtrack on plans in 2007 to open Western-style supermarkets in the state of Uttar Pradesh after huge protests from small traders and political parties.

The main opposition Bharatiya Janata Party (BJP) opposes opening up the retail sector, arguing that letting in "foreign players with deep pockets" would bring job losses in both the manufacturing and service sectors.

"Fragmented markets give larger options to the consumers. Consolidated markets make the consumer captive," the BJP's leaders of the upper and lower houses of parliament said in a statement before the decision. "International retail does not create additional markets, it merely displaces (the) existing market."
